JPC SUBCOMMITTEE ON THE DND WAR BOOK
25 Mar 63

Secretary,
Joint Planning Committee
Revisions to DND War Book December 1962 Issue
1.
Pursuant to your memorandum of 22 Feb 63 (CSC 5-11-5-0
(JPC)), the subcommittee reviewed the States of Military Vigilance
Measures which involve interdepartmental consultation at the
DISCREET stage, and recommend for your consideration the amendments
set out in Appendix "A”.
2.
With reference to para 7 of the extract from the minutes
of the CSC 733rd meeting, lit Feb 63, the subcommittee recommend that
Chapter 10 of the DND War Book, Research and Development, be
clarified.-. Thefsuggested amendment is shown in Appendix "B".

3. .
L, It is ^further recommended' that Chapter 15 - Wartime
Research and Development be deleted. It is anticipated that a
variety.of-unforeseen and unaccustomed tasks will be encountered
which may well demand the utmost from the scientific resources.
These demands would involve scientific support rather than wartime
research and development programs, per se. Because it is CDRB’s
role to provide scientific support to the Armed! Services it is
not considered that there is a requirement to spell this out in
the DND War Book.
