(b) Communications for TRIDENT having Radio Back-up outside the Ottawa area. (c) Schematic Diagram of Communications for TRIDENT. 1. This is a plan for the provision of communications for TRIDENT described in the main paper. It provides for the maximum use of the existing National Defence Communications System in which each Service has its own element to serve -its commands and establishments in Canada, the U.S. and Overseas, and including communications to the allies; the Arny element serves the National Survival Organization. The three Service elements are so interconnected as to be mutually supporting although this capability is not sufficient to enable one, or even two, of the Service elements to handle all of the message traffic of the others. This plan includes the cost of the communications on an austere basis using existing facilities where these are operationally satisfactory. Because some aspects concerning the vulnerability to nuclear attack of the existing communications in the Ottawa area are currently in doubt it is necessary to propose two courses of action. One — which would use the existing radio facilities of the RON and RCAF in the Ottawa area to back up the landline system; the other — which includes the assumption that the radio facilities in the Ottawa area would be vulnerable to nuclear attack — provides for new radio back-up facilities at some point outside the Ottawa area (possibly Petawawa). The courses are discussed in Appendices ’A’ and *B’ respectively. 2. This plan also includes provision for a special communications terminal at TRIDENT to enable the Intelligence Community to cont'iftffb' to'*'proV±d'avindications and intelligence information to DND in a war emergency. It does not Include plans, or costs for the rearrangement and/or augmentation of the existing special maniinic.atinns organization which serves the Intelligence Community. This aspect of communications for intelligence is being worked out by the special . communications staffs and will take at least several weeks and require liaison with British and American authorities. The inclusion of this aspect of the communications plan at this time would delay the plan for TRIDENT. 3. Insofar as the terminal facilities within TRIDENT are concerned the two plans are identical. The difference is in the provision of back-up radio facilities for the RON and RCAF. Therefore, Appendix 9A’ is the full communications plans; Appendix ’B’ is simply a statement of the additional cost and requirement for the provision of back-up radio facilities outside of the Ottawa area. The costs of the plans are: (a) Plan nAn $570,000 in capital outlay and annually recurring costs for the $91,000 rental of landlines. (b) Plan wBn. $1,365,000 in capital outlay and $91,000 annually recurring costs for the rental of landlines. Either plan will take at least 24 months to implement fully; -construction of new back-up radio facilities for the'RCN and RCAF'outside the Ottawa area would require 12-18 months; provision of on-line cryptographic equipment which would take 24 months, would be the principle delaying factor. However, some capability could be obtained much earlier by makeshift’arrangements using off-line equipment although this would be very expensive in operating manpower and office space and also extremely slow. 5Throughout this Annex it will be noted that the additional communications requirements apply almost exclusively to the RCN and RCAF; the Canadian Army Signal System is being modified progressively to meet emergency requirements in consequence of the Army’s role in national survival and warning* ) (A.C. I COMMUNICATIONS FOR TRIDENT HAVING RADIO BACK UP IN THE OTTAWA AREA General 1. This plan provides for teletype and telephone communication between each of the three raajor elements (RCN, RGAF, Army) of the DND EHQ and: (a) NEHQ; (b) Army Commands in Canada and Bridge Sites; (c) RCAF Commands in Canada (ADC, ATC, AMD, TC, MAC) and alternates; (d) RCN Commands and Maritime HQs on the East and West Coasts of Canada; (e) Overseas Commands (1 Air Division and Canadian Army' Brigade Group) and Canadian Joint Staffs in .London and Washington; (f) NORAD. * It also provides for ’a special communications terminal at TRIDENT to enable the Intelligence Community to continue to provide information to DND in a war emergency; this requirement is treated separately from the individual- services requirements. Services8 Requirements 2. The Services' requirements for facilities consist of internal telephone facilities at Petawawa, telephone lines (direct circuits), landline and radio teletype circuits, teletype terminal equipment, cryptographic equipment, and communications centres. 3» Telephone Facilities. The internal telephone service at Petawawa is provided by the Army and is being expanded early in 1962 by the addition of 300 lines less instruments. RUSTIC will move early in 1962 and these facilities (300 lines) will be available to DND EHQ. • This is considered adequate and there will be an additional cost of $7,500 for telephones for RCN and RGAF. (a) Army. The external telephone requirements of the Army have already been provided for under the National Survival communications arrangements. (b) RGAF. In preparation for call up the connections between the switchboards and the main cables must be installed and rented in advance at a cost of $50 - $60 per month. The cost of the RCAF call-up telephone circuits would be $6,000 per year. (c) RCN. Teletype Landline Facilities. Landline teletype circuits cannot be assured by the same call-up basis (Category B) as telephone circuits. The companies which provide the teletype circuits require the payment of a form of holding charge which will amount to 88 cents per circuit mile per month, The Services teletype landline requirements and costs are as follows; (a) Army. As with telephone facilities the Army requirements have been met in the provision of their facilities for National Survival. However, some additional circuits (estimated at five) between TRIDENT and EASE will be required and these circuits will entail provision of telegraph carrier equipment at a cost of $5,000. (b) RCAF. The RCAF requires teletype circuits from TRIDENT into the Ottawa area to connect into its element of the NDCS. Also the RCAF requires direct teletype circuits between TRIDENT and its formations in Canada in addition to its NDCS links. . Cryptographic Equipment. Both ends of the circuits terminating at TRIDENT will employ on-line cryptographic equipment (TSEC/KW26) at a cost of $7,500 each. Off-line cryptographic equipment will also be required to encrypt message traffic for points not directly connected to the NDCS or for TOP SECRET messages; TSEC/KL-7 will be provided for this purpose. It is important to note that both on-line and off-line equipment is produced in U.S. and is not immediately available. Orders (except for Army which has already programmed for their equipment have yet to be placed and deliveries would take at* least 24 months. Delay in obtaining cryptographic equipment might prove a serious obstacle to implementation. It might be possible to make make-shift arrangements to use off-line equipment assuming enough machines can be withdrawn in time from normal peacetime use off-line methods could be used but at a high cost in operating manpower and space. Also it would be extremely slow. Therefore, arrangements for message centres are best left to individual services. 7. 8. S~ial Cr-nmnix;--oaij.ons for the Intelligence Community. The Intelligence co.mnunications centre will be located at TRIDENT accommodation which is separate from the other communications centres. This centre will be connected by two circuits to the communications relay (HYDRA) which serves the Intelligence Community. Plans for the wartime location and circuit connections for this relay are being worked out separately by the special communications staffs as referred to in para 3 of Annex aE’. The requirements at TRIDENT will consist 1 special communication centre accommodation, teletype and crypto equipment, and lines to the war location of the HYDRA relay, to EASE, and to Churchill (terminal for the northern stations). (a) Accommodation . This will have to be provided through administrative arrangements with the Service with which the JIR/JIC staff is lodged. (b) Teletype Equipment.
