Dear Sirs I spoke to you on the telephone last week with respect to the retention of key civilians employed by this Department in the event of an emergency. Essential supply, repair, maintenance, and warning services are substantially manned by civilians and any considerable loss of these civilians in an emergency would seriously impede the functioning of the defence forces. In addition, certain essential services are performed by civilians employed by contractors with whom this Department has contracts, for the provision of maintenance services. These problems, related specifically to the civilians employed directly by the Department of National Defence or by contractors under contract to provide services directly to the Department, are similar to those affecting other key civilians in the event of an emergency. I would be glad to have your views as to what steps you consider would be appropriate to assure the retention of these civilians in their employment during an emergency. .
