The situation evolved around Exercise Phoenix, .a five-day scheme to exercise staffs at all levels in the procedures likely to occur in an emergency where Canada’s involvement in a war was imminent. An international crisis was assumed which resulted in the alerting of member nations of the North Atlantic Treaty Organization and general Canadian Army mobilization machinery at Army Headquarters was thrown into action. Army Headquarters only was involved in the scheme and no other headquarters, formations or units actually participated but were represented by control staffs. Time played a major role in the*exercise as situations had to be met as they developed and solved with a minimum of delay. Army Headquarters was staffed around the clock and by the time the .exercise came to a halt today generals and privates alike were looking forward to many hours of uninterrupted sleep. Directing Exercise Phoenix was Brig. C,B. Ware, the Army’s Director General of Military Training. He was assisted by Col. E .D. HJ, Graham, the Chief of the General Staff, said, "the exercise had been of tremendous value in.-testing the procedures that would normally be used on mobilization and many valuable lessons had been learned."
