The Sub-Committee reviewed and approved the Minutes-, of the 5/57 meeting. 2. The Chairman introduced Mr. Duncan and pointed out that he would sit as representative of the DM at future meetings of the Subcommittee. 3. Referring to the Minutes of the 5/57 meeting, the Chairman informed the Sub-Committee that: (a) In accordance with paragraph 3, Minutes 5/57 meeting, he had discussed with the CCOS the question of his successor. The CCOS had advised that the senior surviving Service Chief would assume the duties of the CCOS until a successor could be appointed. In this .connection, the CJS stated that he would seek the advice of the JAG on the validity of so designating an acting successor to the CCOS. (b) He had spoken to the CCOS concerning the possibility of a new peacetime NDHQ being suitably located so that it might serve as a wartime headquarters (para 6, Minutes 5/57 meeting).\ The CCOS had advised that such a possibility was most unlikely. 4« The Service representatives then gave their views concerning the numbers of personnel which would be required at DND Wartime Headquarters (para 9, Minutes 5/57 meeting refers) as below: (a) The RCN member stated that as a preliminary planning figure, the RCN would require 250 all ranks. This figure represents about 50% of the Service personnel now at Naval Headquarters and approximately 10% of the civilians or about one sixth of the present total of Naval Headquarters staff. (d) The Army representative stated that he was not yet ready to speak for the record; a pre! 1mlnw-ry figure had been.arrived at, but more time was needed in order to reach a realistic answer. (c) The flCAF representative stated that his Service, like the £rmy, wanted more time,, but at the name nt had considered a^figure, of approximately one-third of. the present strength of AFHQ. , .. 1 .. 5. The Chairman .then suggested that consideration ^ght be given to setting up "housekeeping" arrangements, including transportation, for DND Wartime Headquarters on an integrated basis as a means of saving manpower and resources. . He.asked the Members if they thought this should be made the responsibility of one Service, and if so should the Army take on this task. ' 6. After some discussion, it was tentatively agreed that: i (a) • "Housekeeping” arrangements should be integrated and operated hy.one_Service. (b) The Army .member stated that perhaps the Army was best suited to assume this responsibility. 7. The Chairman emphasized the need for extreme flexibility in choosing a site for DND, Wartime Headquarters since it would be closely tied to the lpcation of .NEHQ which might not be decided at an early date. 8. The Sub-Committee discussed the communications requirements in the light of the need for flexibility and briefly reviewed the effectiveness of the present equipment. It was noted that the fixed communication equipment, essential to the operation of the system, was located ih or near probable target areas. It was concluded that: (a) Fixed wireless installations, outside target areas, should be provided as an alternate to those static installations now located at or near NDHQ. * ’ j / (b) Mobile wireless equipment to accompany the DND Wartime Headquarters• Such mobile wireless would be used to work to Command etc.. Headquarters and to link DND Wartime Headquarters with commercial communication landline facilities.. 9,.
