EFFECTIVE CAPACITY OF MOST MEMBER NAT IONS .HOWEVER THE DIFFICULTY
IN CHANGING THE DATE LAY IN THE FACT THAT MAJOR SUBORDINATE

COMMANDS WERE NOT RPT NOT SCHEDULED TO HOLD A MILITARY EXERCISE
