Dear George:
As you will be aware from our telegrams DL-258
of February 22 and DL-316 of March 12, 1963, the postponement of Exercise "Civlog" to the spring of 1965 has not
been well received here. Attached is a copy of a memorandum
from Mr. Bryce, upon which our telegram DL-316 was based.
I am writing to you personally regarding Mr.
Bryce’s suggestion that we should express "concern at this
further evidence of the lack of seriousness in the approach
to civilian planning in NATO" because we were doubtful that
an approach below the Secretary-General level would be
useful. Mr. Cippico and others of the International Staff
concerned with civil emergency planning are, no doubt, all
too aware of the relative weight given to the military and
civilian sides of NATO. There is not too much that they can
be expected to do to.alter the situation, and to suggest a
lack of seriousness may serve only to annoy them.

In the light of the past history of efforts that
have been made by Canadian representatives to have NATO
place a greater emphasis on its civil emergency planning,
we would prefer to leave to your Judgement the manner in
which you bring to the Secretary-General’s attention, when
a suitable opportunity arises, the views which are so
strongly held by Mr. Bryce and others concerned with civil
emergency planning here.
