Attached for approval is a telegram to our
NATO Delegation based on Mr. Bryce’s memorandum of
March 5. His annoyance is understandable, but because
we have doubts about the usefulness of the comment in
the last sentence of paragraph 2, unless it is directed
to the Secretary-General personally by Mr. Ignatieff,
we have not included this in the telegram. If the
comment were to be made to Mr. Cippico by Mr. Theriault,
it would probably only serve to annoy the former as
being an unfair comment, since there is little that he
can do about it.

Also attached for your signature is a
personal letter to Mr. Ignatieff (copy to Mr. Bryce)
which deals with this point and suggests he could use
it with the Secretary-General if he sees a suitable
opportunity.
