NATO - timing of civilian exercise "CIVLOG"

We spoke about this in your office
the other day.
It vs covered by telegrams
DL 258 of February 22nd and NATO Paris 422 of
February 25th.

I would suggest we should reply
telling Ignatieff we appear to have no option but
to agree with the decision taken by the others
but saying that he should use this occasion to express
concern at this further evidence of the lack of
seriousness in the approach to civilian planning
in NATO.
It may also be worth noting that the
suggestion to postpone this civilian exercise 1
emanated from the major subordinate commands and
to secure from our delegation some explanation of
the role of the military in determining the
time and nature of these civilian exercises.
It would also be worthwhile finding
out whether, if the exercise is held
at the time proposed in the spring of 1965, we
can secure the necessary participation of the
military commands to make it worthwhile.
