It may also be worth noting that the suggestion to postpone this civilian exercise 1 emanated from the major subordinate commands and to secure from our delegation some explanation of the role of the military in determining the time and nature of these civilian exercises. It would also be worthwhile finding out whether, if the exercise is held at the time proposed in the spring of 1965, we can secure the necessary participation of the military commands to make it worthwhile.
