As usual this document is being distributed to national Ministers of Defence, and the national authorities are requested to notify SACLANT of any undesirable political implications which might arise. Presumably this is simply the usual routine check to ensure that no particular country has reason to disagree with the assessment of political implications in the schedules. We suppose that this enquiry is directed mainly at possible political implications for an individual country in the area of the exercise. 2. On the more general question of the procedure for enabling Council, if necessary, to consider the political implications of an exercise before it is announced and carried out, we have heard nothing further regarding the development of a modified procedure since sending our telegram 1275 of June 19. 3. In the meantime, as you are aware, the military authorities have developed the practice- of circulating through the Office of the Executive Secretary information about any impending exercise of importance and the proposed press releases thereon. You will recall that, in the case of Exercise Freshwater, you found this procedure satisfactory and that, following your suggestion, we conveyed this satisfaction to the Standing Group Representative. Subsequently there was an exchange of correspondence about Exercise Crescent Mace as a result of which we expressed certain views to the Acting Standing Group Representative, although in the upshot no action was taken as a result. 4. We do not think that too much significance should be attached to the Acting Standing Group Representative having declined to act on our representations, or to his having suggested that this was a matter for discussion at the political level. We supposed, from your telegram DL-732, that you wished in this case to have your views discussed informally with the Standing Group Representative rather than formally expressed to the Executive Secretary or stated in Council. Presumably this was a measure of the difficulty of appreciating with any degree of certainty the reality of the risk we apprehended. Distribution to Posts More generally, it would appear that the procedure which 5. operated, for example, in the case of Exercise Freshwater, is still in operation and would be available for use in connection with any future exercise if this were desirable. This, if approved by Council, would regularize a modified procedure for submitting proposed press releases on NATO exercises to the Council. Our own inclination would be not to press the point and to leave it to the military authorities to bring the paper forward in accordance with their routine programme of work.
