ROBERTSCUK)REITERATED HIS CRITICISM OF LAST YEAR TO THE EFFECT THAT

THE RECEIPT OF A REPORT IN OCT OF EXERCISES WHICH HAD TAKEN PLACE

IN THE PREVIOUS YEAR WAS OF LITTLE VALUE TO THE COUNCIL.HE DREW
ATTENTION TO THE IMPORTANCE TO NATO OF EXERCISE SIDE STEP,PART OF

WHICH THE COUNCIL HAD OBSERVED, AND SUGGESTED THAT A DELAY OF ONE

YEAR IN RECEIVING THE CONCLUSIONS OF THIS EXERCISE WOULD BE QUITE
UNACCEPTABLE.

2.STANDING GROUP REP IN REPLY ADVISED THAT THE MILITARY AUTHORITIES

WOULD BE PRESENTING TO COUNCIL WITHIN THE NEXT TWO WEEKS A BRIEFING
AND PRELIMINARY ANALYSIS OF EXERCISE SIDE STEP. HE WENT ON TO SAY

THAT EVERY EFFORT WAS MADE TO IMPROVE THE TIME PHASING OF REPORTS
OF THIS KIND. HE ALSO DREW COUNCILS ATTENTION TO THE FACT THAT WHILE

THEY HAD ONLY JUST RECEIVED THIS COMPREHENSIVE REPORT ON THE 1958

EXERCISES THE FAULTS AND.DEFICIENCIES WHICH HAD BEEN HIGHLIGHTED BY

INDIVIDUAL EXERCISES HAD LONG PAST BEEN BROUGHT TO THE ATTENTION OF
NATIONAL MINISTRIES AND ALL POSSIBLE CORRECTIVE MEASURE HAD ALREADY

BEEN INSTITUTED.
3. SPAAK EXPRESSED HIS PLEASURE AT THE MILITARY AUTHORITIES INTENTION

TO PRESENT A TIMELY BRIEFING TO COUNCIL ON EXERCISE SIDESTEP
SINCE IN HIS OPINION THAT WAS A PARTICULARLY IMPORTANT EXERCISE.

SPAAK FELT THAT IT WAS INCUMBENT ON COUNCIL TO KEEP IN CLOSE TOUCH
WITH THE FOLLOW-UP PROCEDURES INSTITUTED TO CORRECT FAULTS WHICH
MIGHT BE SHOWN UP BY MILITARY EXERCISES.HE SAID THAT HE HAD MADE HIS

OPINIONS KNOWN TO THE STANDING GROUP REP AND THAT THE LATTER HAD

PASSED THEM ON TO THE STANDING GROUP.
