BELGIANS WOULD ALSO OBJECT TO ANY SUGGESTION FOR ESCTABLISHING COMMITTEE OUTSIDE BRUS WHICH IN THEIR VIEWS SHOULD BE RECOGNIZED AS THE CAPITAL OF EUROPEAN INSTITUTIONS. LUXEMBOURG IS EXPECTED TO FOLLOW THE BELGIAN OR THE DUTCH LINE. 2.
