INTO A COMMITTEE OF SIX THE ARRANGEMENTS FOR POLITICAL CONSULTATIONS EXISTING IN NATO. THE ITALIANS,THE FRENCH AND EVEN THE GER-

MANS APPEAR FAVOURABLE TO THE SETTING UP OF SOMETHING NEW,PRETTY
WELL FOR THE VARIOUS REASONS GIVEN IN PARAS TWO AND THREE OF TEL
1875 FROM NATO. AS FOR THE BELGI ANS, WIGNY TOLD THE USA CHARGE THAT

WHILE THEY ARE NOT

RPT NOT PREPARED TO OPPOSE THE ESTABLISHMENT

OF A COMMITTEE WHICH COULD HELP IN THE PROCESS OF EUROPEAN INTEG

RATION THEY WILL INSIST THAT ITS TERMS OF REF SHOULD DEFINITELY

EXCLUDE PROBLEMS FALLING WITHIN NATO RESPONSIBILITIES AND DEAL
ONLY WITH POLICY MATTERS RELEVANT TO THE SIX SUCH AS A COMMON POLICY AMONG THE SIX. BELGIANS WOULD ALSO OBJECT TO ANY SUGGESTION FOR

ESCTABLISHING COMMITTEE OUTSIDE BRUS WHICH IN THEIR VIEWS SHOULD BE

RECOGNIZED AS THE CAPITAL OF EUROPEAN INSTITUTIONS. LUXEMBOURG IS
EXPECTED TO FOLLOW THE BELGIAN OR THE DUTCH LINE.
2. IN THE OPINION OF THE USA CHARGE THE QUESTION WILL BE AT THE TOP
OF THE LIST OF PROBLEMS TO BE DISCUSSED IN THE NEXT MEETING OF THE
SIX FOREIGN MINISTERS.
