EXERCISE SIDESTEP
IN NATO COUNCIL THIS MORNING THE GERMAN, REP ASKED IF SACEUR MIGHT

PREPARE FOR COUNCIL AN ANALYSIS OF EXERCISE SIDESTEP. HE THOUGHT
THAT THIS WOULD BE OF ASSISTANCE TO PERM' REPS IN FORMING THEIR OWN
APPRECIATION OF THE EXERCISE,ONE PART OF WHICH THEY HAD BEEN ABLE TO

OBSERVE.

2.THE STANDING GROUP REP UNDERTOOK TO ASCERTAIN IF SACEUR AND SACLANT WOULD PREPARE SUCH AN ALALYSIS.HE RECALLED THAT REPORTS ON EXERCISES ARE NORMALLY PREPARED IN ANY CASE BUT CONCEDED THAT NORMALLY
THEY ARE NOT RPT NOT AVAILABLE FOR SOME TIME.
3.THE SECGEN COMMENTED THAT HE HAD HIMSELF BEEN REFLECTING ON HOW THE
y

$

COUNCIL MIGHT MAKE USE OF THEIR VISIT TO GERMANY TO OBSERVE EXERCISE

SIDESTEP.HE THOUGHT THAT A NUMBER OF IMPORTANT QUESTIONS HAD BEEN
BROUGHT INTO FOCUS BY THE VISIT- EG,THE DEPLOYMENT OF TROOPS IN THE
SHIELD AREA,THE FUNCTIONING OF THE VARIOUS HOS AND COMMANDS, THE PROi

BLEM INVOLVED IN INTEGRATION OF NATO DEFENCE,AND THE PROBLEM OF DEAL-

ING WITH REFUGEES IN THE EVENT OF WAR.HE THOUGHT THAT PROBLEMS OF
THIS KIND MIGHT WELL BE DISCUSSED BY MINISTERS OF DEFENCE WHEN THEY
MEET SINCE STUDIES OF THIS KIND WOULD ENABLE THEM TO BRING THEIR
i

■

COLLECTIVE WISDOM TO BEAR ON PROBLEMS OF NATO DEFENCE IN A MORE

TRUTHFUL MANNER THAN IS PERHAPS POSSIBLE IN THE COURSE OF THEIR NORMAL CONSIDERATION OF THE ANNUAL REVIEW REPORT.

4. LATTER PART OF SECGENS REMARKS PROBABLY FORESHADOW ONE LINE WHICH

THE INTERNATIONAL STAFF MAY SUPPQRT WHEN THE DISCUSSION OF THE
FUTURE OF THE ANNUAL REVIEWCOUR TELS 1510 AND '1543 JUL27) TAKES PLACE. 9
