UNDER TS 4053 DATED AUG4eVAS DISCUSSED IN COUNCIL ON AUGG.THE

DOCUMENT DESCRIBES THE AIM OF THE PRINCIPAL NATO EXERCISE FOR
1959,EXERCISE SIDE STEP,AND GOES ON TO INVITE THE SEC GEN AND

PERM REPS TO OBSERVE THESE EXERCISE ACTIVITIES OF ALLIED COMMAND
EUROPE DURING THE PERIOD 21023 SEPT.

20 DURING DISCUSSION IN COUNCIL THE SG REP ADVISED THAT AT THE
SAME TIME AS SACEUR HAD INVITED THE COUNCIL TO VIEW THE EXERCISE

HE HAD ALSO ORDERED HIS SUBORDINATE COMMANDERS IN THE NORTHERN
AND CENTRAL COMMANDS TO PREPARE DETAILED PROGRAMMES., HE REGRETTED
THAT THESE DETAILED PROGRAMMES WERE NOT RPT NOT YET AVAILABLE
WHICH DREW FROM BURGESS(USA&gt;THE COMMENT THAT HE DID NOT RPT NOT

FEEL PERM REPS COULD COMMIT THEMSELVES TO ATTEND UNTIL SUCH TIME

AS THEY HAD MORE SPECIFIC INFO REGARDING THE EXERCISE

3.IN RESPONSE TO QUESTIONS THE SG REP SAID THAT PERM REPS COULD
ATTEND A PART OF THE EXERCISE IF THEY COULD NOT RPT NOT SPARE THE
TIME TO WITNESS THE WHOLE OF IToALSO HE WAS SURE THAT ANY PERM REP

COULD DELEGATE A DEPUTY TO ATTEND IN HIS PLACE.
4.AS YOU ARE AWARE MR LEGER IS AT PRESENT ON LEAVE AND SINCE THE
SUBJECT IS CLASSIFIED SECRET WE ARE UNABLE TO OBTAIN HIS REACTIONS
TO ATTENDING THE EXERCISE UNTIL HIS RETURN TO PARIS.IN ANY EVENT
