The last such exercise took place in 1957 and the next one is scheduled for 1960. 2. We had not thought that it would be necessary yet to give consideration to the political implications of the 1960 exercise. However, in reviewing the general’ position with respect to NATO exercises, we have again noted SGM-10-59 of January 7 which we received toward the end of January and which relates to this subject. It is a memorandum for the Channel Committee from the Standing Group on the subject "Effect of Press Releases on Public Opinion - Undue Stress on Nuclear Activities". The memorandum, of which you will have a copy, refers to 3. CC(53)11 and says that the Standing Group appreciates the concern of the Channel Committee "in this connection" and recognizes that, in considering the possible political implications of large-scale NATO-wide exercises in 1960, careful study will have to be given to the public information aspects. It is also stated that the Standing Group recognizes that the public information aspects of those portions of the exercises that involve simulated operations with atomic weapons will be of the greatest interest to the North Atlantic Council and all national governments. 4. At the same time, the memorandum continues, the Standing ' Group is of the opinion that SG 245 and(MC 13/3) already provide sufficient general guidance concerning policy and procedures pertaining to the release of information about NATO exercises and the political implications thereof. Similarly, it is stated, STAND 1119 and STAND 2693 already provide sufficient policy guidance for the release of information in connection with simulated atomic warfare in NATO exercises. The Standing Group considers that it would not be appropriate for the Military Committee or the Standing Group to lay down rigid rules for application of these general policies, as these bodies provide broad policy guidance for Major Commanders. Within such general guidance, it is the responsibility of the major NATO commanders sponsoring a specific NATO exercise to determine the policy for the release of information about that exercise. In conclusion, the memorandum states that the Standing Group considers that it is most important for security and political factors to be taken into consideration by sponsors in the planning stages of an exercise. Where appropriate, the Standing Group, the North Atlantic Council and all national governments should be informed as laid down in M3 13/3 and SG 245.
