The following has been received from the Standing Group
Representative:
"1. The Standing Group requests that the following information,
regarding a large-scale NATO-wide exercise in I960, be
furnished to the Council,

2. The Standing Group notes that, while it is too early to
predict the political climate which will exist in 1960,
there were no unfavourable political implications as a
result of large-scale exercises during the fall of 1957

3. From a military point of view, the Standing Group has
provided the Supreme Commanders with the following
guidance:

(a) The exercises should be co-sponsored and concurrently conducted in co-ordination by the major NATO
commanders*
(b) The Broad concept of the exercises should be
developed jointly by SACEUR, SACLANT and CINCHAN/
CINCMAIRCHAN and submitted to the Standing Group for
review and final approval,

(c) Training in the primary missions of the major NATO
commands should be emphasised.
(d) The exercises should be collectively referred to as
the NATO Fall Exercises, 1960,

(e) The various parts and phases of the exercises should
be separately named and separately administered*

(f) Public Information plans and programmes should be
handled by major NATO commanders (SACEUR, SACLANT and
CINCHAN/CINCMAIRCHAN) in accordance with NATO policy,
with public infomation tasks being delegated to
subordinates as appropriate. In this connection, coordination should be effected among the major NATO
commanders as appropriate*
