However, we are provided with a copy of NATO document AG 1808 OT ’’Allied Command Europe, Revised Exercises and Manoeuvres Schedule”, but this document is classified. I have noted correspondence on file in 3. which our Delegation in Paris has reported that various member countries have replied individually to protests by an Arab State (Syria), to the effect that intended NATO manoeuvres in the Mediterranean were in no way designed to facilitate operations against any nation. It seems to me that the problem raised in the memo is not a new one, and it appears doubtful that the mere publicizing of NATO manoeuvres would do much to allay any fears that sensitive Middle Eastern countries might have on possible ’’sinister motives” of NATO countries in carrying out exercises in the Eastern Mediterranean.
