Dear Sir: Further to our letter of 3 October and reply to yours of 30 October, this department is prepared to accept your suggestion and will attempt to establish direct communication with the Supreme Allied Commander, Atlantic area. With regard to the matter of responsibility, it is our understanding that having contributed to the development of the standards and recommended practices of ICAO, and having agreed in general to their application on an international basis, the Canadian Government holds this Department responsible, administratively, for the provision of air traffic control service and the application of the agreed procedures in specified airspace over oceanic areas. We must conclude, therefore, that in this matter, as in all others, the Department of Transport remains responsible to the Canadian Government rather than, as implied in your letter, to an International Body.
