Dear Sir:
Your letter of 2 October and mine of 3 October concerning
difficulties recently experienced in our oceanic control areas in
connection with NATO exercises appear to have crossed in the mails.

To clarify a point upon -which there may be some misunderstanding, the difficulties do not arise from NATO operations
conducted over Canada but rather from operations over the North
Atlantic Ocean in airspace for which this department provides
impartial air traffic control service to all operators in accordance
with commitments to the International Civil Aviation Organization.
This airspace extends westward from 30°W longitude and generally
between the 43rd and 59th parallels of latitude.
Since the Department of National Defence does not feel
that they should be used as a channel of contact with NATO I had
hoped that your department, through your ambassador to NATO, might
make representation on our behalf with a view towards developing
an early solution to the problem. I am not sure that the course of
action indicated in your letter will result in the coordination
with NATO, through effective channels, which we had hoped to achieve.

I trust that you will reconsider the problem and can
suggest an alternative course of action which is likely to produce
the desired result.
