If my interpretation of your letter is correct, it would seem that you are suggesting we should maintain direct contact with NATO in the matter of direct requests for air space, and should consult National Defence and obtain their advice about these requests from time to time; and that we should be prepared to have our air traffic control centres deal directly with NATO in the receipt of requests for reservations of air space. ' .* In fact, this is-the very procedure which we have hoped to avoid since we do not believe that NATO should forward requests for reserved air space directly to our field staff in air traffic control; nor do we have any established and effective channels for liaison with and consultation with NATO by which we could maintain direct contact with them. The point of our letter was to indicate that we felt where a NATO exercise involved reservations of air space which are controlled by the Canadian air traffic control system there should be established some machinery by which there would be ample time for advice and consultation with regard to expected requirements before these are made final; rather than the present situation in which NATO transmits a request direct to our officials for broad air space reservations without regard to the effect on other air traffic, in a time which does •••••000312 �Document disclosed under the /Access to Information Act 1 Document divulgue en vertu de la Loi sur l’acces a I’information - 2 - 7 Pot permit us to put forward modifications or comment 9 at ti.z proper planning stage. It had been our hops that national Defence would be in a position to act as some sort of a liaison in this but I gathered from your cormunication that this is not the case. 4 ■ We have also written to the Department of External Affairs to raise this problem with them and it would appear that in view of the nature of your reply it may be that we must look to them for assistance in this matter if we are to avoid the serious difficulties that arose out of the procedures followed by the NATO authorities in the recent Exercise SEA SPRAY.
