Dear Sir:
This department recently has become aware of
a number of large-scale NATO exercises which are now
underway or are to be initiated" shortly in the North
Atlantic region and requiring use of airspace in the
Gander oceanic control area.

We were not invited to participate in the
planning of the exercises and had little opportunity
to study the final plans in order to analyse the probable
effect on other traffic. We were advised of certain
exercises, usually at the operating level and with very
little notice, and were requested to cooperate by issuing
a Notice to Airmen warning the agencies which normally
use the airspace of the unusual activity which they may
expect to encounter.
I am sure you will appreciate the delicacy of
our position recently when we were expected to accommodate, with very little warning, a NATO request for
reserved airspace in the Gander oceanic control area at
the time of the flight of the Russian TU 104 through
what was first believed would be the same general
airspace. Happily, the route of the TU 104 was changed
shortly before the flight and there was no confliction
in airspace requirements. In another instance, on
20 September we were advised by the chief controller of
the Gander ATC centre that NATO operations were taking
place in the Gander oceanic control area without prior
coordination and that since he had not been able to
determine the lateral dimensions of the exercise area
it appeared advisable to reserve for the exercise all
airspace below 8000 feet. He was instructed immediately
to take this action and to obtain and forward details

of the exercise as soon as possible.
In recent weeks realizing that "last minute”
suggestions for changes in plans could not be accepted
by the military agencies involved, we have accepted the
exercises as planned, regardless of the inconvenience
caused to other users of the airspace, rather than
disrupt the exercises by calling for changes in plans.
We are most concerned about this situation and can no
longer follow this procedure. We feel strongly that
since our department is responsible for providing air
traffic control service in the Goose and Gander oceanic
control areas, plans for military activities which will
involve these areas should be coordinated with us at an
early stage.

We must emphasize the need for earlier and
more complete coordination than has taken place in
connection with these recent exercises and solicit your
cooperation in making the necessary arrangements with
the NATO authorities as soon as possible.
