Dear Sir: This department has recently received a number of SEP 27 1957 "last minute" notifications of NATO intentions to conduct largescale exercises in the North Atlantic which would require use of airspace in the Gander oceanic control area. In no case had we any opportunity to assist in the development of the plans in order to ensure that the interests of the normal users of the airspace would be protected. We solicit your cooperation in bringing this matter to the attention of the appropriate NATO authorities. You might consider asking either that the Department of Transport be invited to participate in developing the plans, or that the plans drawn up be coordinated with this department no later than a month prior to the commencement of each exercise. This would allow us to analyse the plans and call for modifications if required to minimize interference with operations of the normal users of airspace within which we provide air traffic control service.
