Hence, there was no -question at this stage of the Council either approving or rejecting the exercise even in principle; the proper course for the Danish Government was to prepare a detailed account of what was planned, and submit it for approval through the appropriate channels. The Council could give an opinion only after receiving from the Standing Group the analysis which the appropriate military agencies could alone carry out.
