June 17, 1954.
Dear Mr. Claxton,
On May 21 I wrote sending you a copy of
letter No. 1520 of May 14 from our NATO Delegation
in Paris concerning a discussion in the North Atlantic
Council on your proposal that Defence Ministers should
attend NATO military exercises.

I now attach copy of telegram ilo. +58 of
June 16 from the Delegation reporting that the Standing
Group had reconsidored the matter in the light of the
Council’s previous discussion and that agreement had
been reached in principle that Defence Ministers should
be invited to attend the exercise ’’Battle Royal",
scheduled to take place in Germany September 23 - 27.
Attendance would be restricted to a total of three from
each country.
1 should be grateful to know by June 28
whether you would expoct to accept such an invitation
and whom you would wish to accompany you.

I have brought this telegrar to Mr. Pearson’s

attention and I am also sending copies to The Chairman,
Chiefs of Staff, The Deputy Minister of National Defence
and The Secretary to the Cabinet for their information.
