Attendance of NATO Defence Ministers at
NATO Military Exercises

May I bring to your attention the attached
telegram No. +58 of June 16 from our NATO Delegation
in Paris, concerning the proposal submitted to the
Council in April at Mr. Claxton’s suggestion, that
Defence Ministers should attend NATO military
exercises.

When this question was previously considered

by the Council, the Delegation reported (their letter
No. 1520 of May 1+) that the Standing Group had no
objection to the Defence Ministers from all NATO
countries attending a single exercise provided it was
large enough to justify the event, but that there did
not appear to be such an exercise planned for the
present year. It was agreed, however, that the Standing
Group should reconsider the matter and this has now been
done. As a result, the Council has agreed in principle
that Defence Ministers should be invited to attend the
exercise “Battle Royal”, scheduled to take place in
Germany September 23 -27.

I have forwarded a copy of this telegram to
Mr. Claxton asking him to let me know by June 28
whether he would expect to accept such an invitation.
