Dear Mr. Claxton,

May 21, 1954

7

You will be interested to read the attached
letter io. 1520 of May I1*, from our NATO Delegation
in Paris concerning a discussion in the North Atlantic
Council on your proposal that Defence Ministers should
attend MAIO military exercises.
2.
The Standing Group’s position* according to
SOLO is that there is no objection to the Defence
Ministers from all NATO countries attending a single
exercise provided it is large enough to justify the
event* but there does not appear to be such an exercise
planned for the present year. It was agreed on the
conclusion of the discussion* however, that the SGLO
would take the matter up again with the Standing Croup.
You will see that lord Ismay supported Mr. Wilgress’
view that it was desirable to have all Defence Ministers
attend one exercise and the Netherlands Representative
suggested that each country should restrict its
representatives to three.

I should be glad to communicate to Mr. Wilgress
3.
any comments you may wish to make.
I am sending copies of this enclosure to the
L.
Chairman, Chiefs cl Stafi, the Deputy Minister of
National LeXe ce and the Secretary to the Cabinet, for
their information.
Yours sincerely.
,

The Honourable Brooke Claxton,
Minister of National Defence,
"A" Building,
Ottawa.

— R. A. MacKAY

Acting Under-Secretary of State
for External Affairs.
