CPX 4 2 FOR EXTERNAL EYES ONLY File No. 50 //S S' DOWNCRABEDTO-SECREYMOT A SECRET a During his recent visit to Europe General Foulkes watched some of the operations in connection with CPX 4 which was a full scale military exercise involving all types of NATO formations. In particular he mentioned that this was the first large operation in which atomic weapons were “used". In summing up the conclusions of General Gruenther, General Montgomery and other NATO military observers, General Foulkes reported that there had been no new results which had not been anticipated. Two comments in particular are of interest. It was concluded, General Foulkes said, that with the use of strategic and tactical atomic weapons amphibious landings such as the Normandy landings in 1944 were now completely impossible. Secondly, he reported that it was generally agreed that the size of army divisions and, therefore, the transport which they required, would have to be reduced in order to decrease the size of the target and the staging area required for the logistic support of divisions as they are now organized. vA.
