We passed this suggestion along to our Delegation to the North Atlantic Council in our Letter No. D-42 of January 26, copies of which were referred to you. I We have now received from the Delegation a telegram - No. 78 of February 4 - copies of which I enclose. You will note that the other countries concerned seem disposed to handle the matter individually. It is apparent, therefore , that we shall have to do likewise, The information provided by the Chief of the Air Staff , which you set forth in your letter of January 20, is not sufficient to enable us to give a complete answer to the Swedish protest. As you pointed out, the aircraft were “scrambled** to meet the attacking forces by ground radars which were under the overall control of SACEUR.
