We have consulted on this ratter with the four other delegations concerned. The results of our investigations together with our recormondations were despatched yesterday in our letter Do. 289 of February 3. 2. The following is the text of the last two paragraphs of our above referenced letter. "2. You will observe that there seems to be little, if any, disposition on the part of the above governments to handle this matter as a KATO problem, although some of the countries may wish to consult with the Supreme Commanders for purposes of carrying out their investigations. In general, it appears that the replies by the other governments concerned are likely to take the form of brief, factual statements confirming or denying that their .aircraft were involved. 3. In the circumstances, ve are inclined to favour this course in our own case. The nature of our reply will, of course, depend upon whether RCA? aircraft war® involved. The question of whether SACLOR need be consulted should, we think, depend upon whether his assistance is required to complete the invectigation.
