' 8 +EB 1954 Copies Referred To........................ • 4 No. of Enclosures L United Kingdom - The views of the United Kingdom as to what course should be followed are similar to those of the U.S. They are disposed to regard the Swedish note more as a "protest for the record", and, therefore, of no great importance. As no U.K. aircraft were involved, the U.K. Government has now sent a brief reply to the Swedish note stating that an investigation was undertaken and that U.K. aircraft could not have been involved. Norway - The position of Norway is almost identical with that of the United Kingdom; no Norwegian aircraft were involved. A copy of the Norwegian reply to the Swedish note is attached. Post File "No United States - The U.S. authorities feel that the reported violation of Swedish territory should be considered and treated as an operational error. As such, it should, therefore, be handled as a technical rather than a political problem. The U.S. Government hope that the other governments concerned will simply confirm or deny that their aircraft were involved in the incident. In the case of the former, they assume that governments will wish to give assurances to Sweden that such incidents will not recur. The U.S. Government is inclined to think that the Swedish Government is not too seriously concerned about this incident, and that , in any case, it should be handled by individual governments rather than as a problem in which NATO should become involved. In determining whether or not their aircraft were involved, it was expected that individual governments might wish to communicate with the NATO Commands for the purpose of ascertaining the facts of the situation. The U.S. Delegation has not been informed as to whether or not U.S. aircraft were involved.
