Thank you for your letter, dated February 5,
1953 addressed to Mr. Parton, on the above subject. T
sent you an interim soknowl edgent of this letter on
February 9.

I understand that the particular NATO exercise to which you refer in your letter it galled EXeralee "BUFFET" and that it ie now in progress. So far
as this exercise is acne emod, we would agree that
SACLANT should be left to handle the publicity arrangements without being naked to. follow the procedure provided by the Joint Canada-United states Publicity Directive. I have no positive informtion regarding procecures for the handling of publicity concerning NATO
exercises generslly, but I am inquiring on this point
from the Permnent Canadian Representative to the' forth
Atlantic Council. In the absence of information, we
presume that the NATO commander condueting the exercise is in charge of arrangemente for publieity concerning it. Tn this ease, as COMUSIANT has been
assigned the task of conducting Exereise "BUFFET" it

would appear to be his responsibility to look after
the publicity.

Until I am able to secure more information

on the whole matter, I think we shall have to leave
it to the appropriate Canadian Service Public Relations Officers to make working arrangements with their
opposite numbers in the United States Services regarding NATO exercises in North America, or North American waters. This may not be an entirely satisfactory
solution of the problem but, under the circumstances,
it seems to be the best we can do for the time being.
