D( 3 4 120 Dear Sir: NATO Exercises Protest by Swedish Government Further to our CSC:1569.1 (D/CJS) of 23 December 1953 on the above subject. 5 6 7 8 9 The Chief of Air Staff has now provided the following information: 10 (a) 21 JAN 1954 (b) two Sabre squadrons of 1 Air Division RCAF participated in a SHAPE air defence Exercise "Heads-Up" ' in Denmark and Norway during the period mentioned in the Note from the Swedish Government. The squadrons operated as defensive forces under the direction of ground radar control; the aircraft were flown in pairs or sections of four at all times and more than 60% of the sorties were flown over cloud: it is virtually impossible to state definitely whether or not any RCAF aircraft approached the Swedish border, however, it is doubtful that RCAF aircraft were involved. The squadrons did not fly in formations larger than four aircraft, therefore, the -formation of 12 aircraft could not have been RCAF. As a part of the defensive forces, the aircraft were "scrambled" to meet the attacking forces by ground radars. It is doubtful that the interceptors would be vectored by the ground • controller over Swedish territory. In view of the above it would seem reasonable that since the Exercise was conducted by SACEUR, he would be responsible for controlling the aircraft. It may well be, therefore, that SACEUR should be requested to determine the facts of the alleged violation of Swedish territory. Since a number of governments received the Note, I would think that the North Atlantic Council should be the body to request SACEUR to provide the necessary facts. Perhaps your Letter D-736 of 24 December 1953 to the Permanent Delegation of Canada to the North Atlantic Council, will result in Mr. Wilgress taking this matter up with the Council who, in turn, would approach SACEUR.
