NATO Exercises - Protest by Swedish Government

I refer to your letter of 21 December on the above subject.
I do not think it would be advisable to consult with SACLANT
or SACEUR concerning the above protest except insofar as such consultation may be necessary to determine the facts concerning the
alleged violation of Swedish territory.
I do feel, however, that SACEUR should probably be advised
that Canada and the other four governments involved have received
notes from the Swedish Government protesting against the violation
of their territory by NATO aircraft. Your suggestion that the
matter be discussed among the Canadian Permanent Representative to
the North Atlantic Council and the representatives of the other four
governments would therefore seem to be the proper way to go about this,
since they could then advise SACEUR through NATO channels.

The Chief of the Air Staff has been asked to ascertain if
any RCAF aircraft were involved in the alleged violation of Swedish
territory. As soon as we hear from him, I shall advise you further;
however, as you intimate in your letter, it may be some time before
he is able to determine whether or not RCAF aircraft were involved.
