NATO Exercises I refer to S.G. 207/5 on the development and co-ordination of NATO Exercises and your letter of November 4, 1953. This Department agrees with the proposals outlined in the paper, which appear to offer improved opportunity for early examination of the political implications of NATO exercises during their preparation. I note in paragraph 11 (page 3) that political 2. screening is to be continuous from the planning stage to the time the exercise is completed and that any NATO organ or national authority may at any time request the North Atlantic Council to discuss political implications arising from NATO exercises. In order that this Department may play its full part in weighing the political implications of NATO exercises it is, of course, essential thet wo be fully informed, in good time, of exercise plans, and of the nature and extent of participation by Canadian forces. & AV i a A.
