I attach for your signature, if you agree,
a letter to the Chairman, Chiefs of Staff on the
referenced subject. S.G.207/5, on which the attached
letter comments, deals with the development and coordination of NATO exercises and is to supersede
S.G.207/2 of October 15, 1952. A major difference
between the two documents lies in the somewhat greater
prominence given in S.G.207/5 to the weighing of
political implications during the planning of a NATO
exercise. Under the proposed arrangements of S.G.207/5,
any NATO organ or national authority.may, at any time,
request the North Atlantic Council to discuss political
implications arising from NATO exercises. This differs
from the arrangements set up by S.G.207/2 under which
political implications were discussed after the approval
of the exercise programme.
