Dear Mr. Davis:
It has just been brought to the attention
of this HQs that aircraft of 1 Air Division, RCAF,
crossed the Czechoslovakian border at 1340Z on the 29
July 53 without incident in the area north east of
Holzhausen, Germany (51 23‘ N - 0931 E).
While participating in Exercise Coronet,
four aircraft of 413 Squadron, 3 Fighter Wing, Zweibrucken, were scrambled by the American Mobile Control
Centre to intercept an unidentified radar plot. These
aircraft were kept under close control by the USAF
radar site at Holzhausen, but due to radar fade their
position was temporarily lost and when next located
they were found to be approximately 30 miles east of
the Czechoslovakian border. Immediate recall instructions were given and the aircraft returned to base
without further incident.
Due to lack of control capability, operational
control of RCAF aircraft must be passed to either the
French or American Radar Systems for ground controlled
interceptions.
Because of the complexity of occupational and
non-occupational responsibilities, a firm understanding
has been reached with the American and French authorities,
that RCAF aircraft are not to be used to intercept for
identification purposes over occupied Germany. This
incident is a breach of this agreement and is being
brought to the attention of the United States 12th Air
Force Commander through the Commanding General of 4th
ATAF.

This is passed to you for information and
it is not anticipated that there will be any repercussions. Since the Russians did not intercept our
aircraft it is felt that they will be unable to identify
a radar plot as being RCAF aircraft.
