The Standing Group Liaison Officer informed
the Council that a draft press release concerning
the forthcoming exercise ’’Operation Mariner” had been
sent to Defence Ministers for approval. He read the
text of the draft, and added a brief account of the
plans for the exercise.

The U.K. Representative read a statement of
the latest United Kingdom assessment of the Beria
purge. There was little that was new except the statement
that in the United Kingdom’s view there was little
reason to attribute the recent ’’soft” policy to Beria.
Not only had it continued after his removal but the
United Kingdom was disposed to think that he was probably
a reactionary rather than a softening influence on
policy, prior to his arrest. Lord Ismay said that in
his view Beria's replacement, Kruglov, was a man of little
personality or intelligence. As the press has reported,
Ismay had met Kruglov on the occasion when he presented
a ’ decoration to him , and his description before the
Council was ” nothing more than a good policeman, i.e.
a good constable, not a sergeant”.
