Reference is made to my CSC 1809-1 (JPS/N)

dated 22 Jan 53 and your letter of 27 Jan 53 in
which you confirm that no political implications
were foreseen for Exercise "MARINER”.

2.
We have recently received copies of the
detailed plan of Exercise "MARINER" from the
Supreme Allied Commander Atlantic. For your information I am forwarding a copy of one of the
Appendices of this detailed plan, namely, MARINE! "Q",
which deals with the question of security, the
procedure in event of an emergency, interference from
Soviet or Soviet controlled forces and action to be
taken by NATO Forces, which it is considered may be of
interest to your Department.
