Political Implications of NATO
Military Manoeuvres

On October 21, 1952, the Military Representatives Committee approved a paper on NATO Exercise
Schedules (S.G. 207/2). It was agreed that NATO commanders are responsible for planning, co-ordinating
and conducting NATO exercises,-and that these should
be based on a two-year cycle and promulgated to the
Standing Group, all NATO national authorities and to
other major NATO Commanders well in advance.

At a meeting of the Council on November 19,
this procedure was amended to include ’’the Secretary
General for the information of the Council”. Our
understanding is that the opportunity is provided by
this amendment for members of the Council to raise
objections to military arrangments . However it is not
certain that they can prevent these arrangements from
taking effect. It would appear to depend on the advance
notice given.
It was made clear that some countries
(notably Denmark and the United Kingdom) may wish to
raise the subject again if the amended procedure does
not prove adequate.

SHAPE issues a monthly forecast of NATO exercises. Those which may involve political implications
are marked so that the Council and national authorities
concerned may consult Directing Headquarters, presumably
the NATO Commander directing the operations.
