The paper on this subject (SG-207/2 (Final))
was approved subject to one amendment to -be mentioned
below. The paper set out a procedure for the dissemination
of plans for military manoeuvres far enough in advance for
possible political objections to be assessed. The
procedure involved the "promulgation" of such plans to
national military authorities and to appropriate NATO
military agencies.
The document was, however, amended to take

account of a point raised by the United Kingdom and
emphasized perhaps more strongly by Norway and Denmark.
The amendment provided that the promulgation of plans
mentioned above should extend "to the Secretary-General
for the information of the Council”. This amendment was
put forward on the understanding that the SecretaryGeneral would circulate to delegations copies of advance
plans as he received them. Denmark and the United Kingdom
agreed to the document as amended with the reservation that
their ministers might wish to have the matter raised again
at a later time if, on further examination, it should
appear that the procedures involved might not provide
adequate protection against unfortunate incidents.
