I attach copies of the reports made by the
Commanding Officer of the "quobeo" on the visit of his
ship to Narvik. His reporto substantiate the main
charges made by Dagbladet but indicate that fewer p er=
sonnel took part and less damage was done. He limi te
the incidents to (a) theft of a Norwegian flag, (b)
theft of a bicycle (c) theft of an air pistol, d)
\
breakage of a window and theft of candy, (e) failure
to pay for two meals. The Captain summarises the d1scciplinary action taken in each case.

You will note that the Captain’s account
differs considerably in dogree from that made by the
British Vice-Consul. This fact has been noted by the
Secretary, Chief of Naval Staff, who is asking the
"Quebec’s" Comender to comment on the difference,

News reports based on the articlo in Donbladet and on the exaggerated accounts in the Russian
prose have appeared in various Canadian and United
States newspapers.
The ship’s captain was interviewed
by the press on his return to Canada and declared that
the newspaper accounts wore considerably exaggerated.
The Minister of National Defence, before he had been
your despatch containing the letter from the British
Vico-Consul, made a statement in Halifax on October 16
denying that any serious incidents had taken place,
newspaper accounts of his statement stressed the exoggeratien of which the Russian press was guilty and
quoted him as saying he deplored the publishing of
this kind of material.
