NATO Exercise "LONGSTEP"

The annexed letter of October 11 from Chiefs
of Staff arrived late Saturday and called for a reply
on Tuesday morning, Monday being a holiday.

On Tuesday morning, after briefly consulting
European Division and Mr. Ritchie by phone, I told
Chiefs of Staff that we had no political comment to
offer in the time available. We were not objecting
to the exercise.

It is of course absurd that the Standing
Group should expect national political comments to be
provided on such short notice. However, the timetable
followed is probably a reflection of the fact that
the Standing Group is still working on a general
paper dealing with the procedure for clearing exercises.
The decision to ask for national comments on LONGSTEP
was probably an afterthought.

At the Military Representatives Committee

meeting on September 18, the Chairman of the Standing
Group reported as follows:

"As a result of the political aspects which
had arisen in connection with Exercise MAINBRACE,
it had become clear that some system was needed
whereby political clearance could be obtained in
such cases. The broad problem was to find a
middle way in which matters which were potentially
sensitive in the political sphere could be referred
to the Council without burdening them with the
manifold details of all routine military exercises.
This subject was now under consideration and
would subsequently come before the Military
Representatives Committee."

No doubt Chiefs of Staff will let us see the Standing
Group paper on procedure when it is circulated to
the M.R.C. I think that we might await receipt of that
paper rather than tell Chiefs of Staff now that we
are dissatisfied with the procedure followed in the
case of Exercise LONGSTEP.
