Mr. Pearson being in the chair, two main
items came up for discussion:

Political Consultation in the Council on
proposed NATO military manoeuvres (see my
despatch No.- 819 of September 4);
II -

Lord Ismay’s paper on "The Background of
the Annual Review” (see our top secret
telegram No. 423 of August 29).

Circulation

As regards Item I, Ismay was under the
impression that when the matter had last been discussed
at an informal Council meeting, it had been agreed
that he would circulate a memorandum on the subject.
However, as the Standing Group was now drafting a
paper to put before the Council, he felt that further
consideration by the Council should be deferred until
this document had been received. The Council agreed
to await the Standing Group paper before discussing
the matter further but it was suggested that the
. Standing Group liaison officer might report that, in
the view of the Council, the paper should also deal
with the security and political aspects of statements
and announcements made by service officers. In this
connection reference was made to the unfortunate
consequences of the recent story about B 36’s damaged
by a tornado in the United States and the comment
recently made by ’’NATO military spokesmen” that current
North Atlantic manoeuvres had important political as
well as military implications.

general approval of the main points made by the Secretary
General. \

(a)

the decisions which might be made on the
basis of his suggestions should not affect
the Annual Review process for this year;

(b)

the real purpose of the paper was to provoke
discussion of the broad strategical background
to the military, economic and political factors
