Group*

QUOTE:
At informal meeting Council 4 September matter of examining
exercises as regards possible political implications was
raised.

Several nations mentioned the matter and there is

a proposal to put it on the agenda for the Ministerial

meeting.

Council took view that while no blame was

attached for misunderstandings over "Mainbrace" they
emphasized that machinery needed revisi on and that approach
to clear exercises should be made to Council rather than

to individual Governments.

U.K. delegate stated he undere

stood matter was in fact under consideration in Standing

Group from their own point of view.

LO merely observed

that the principle of clearing exercises with Governments

was certainly not in dispute and that the problem was one

of the best procedure for doing this while at the same time
ensuring that the organization and carrying out of exercises -

was not impeded in the process*

It is pointed out that

being an informal meeting there will be no record of the

proceedings other than this message*
