MEMORANDUM FOR THE UNDER-SECRETARY

Attendance of Lebanese Observers
at NATO Manoeuvres

in July, 1952 the Standing Group was
approached by the Lebanese Government with a
request that Lebanon be allowed to send four
observers to attend SHAPE manoeuvres this fall.
On July 2, the Standing Group asked members of
the M.R.C. to submit their Governments’ views on
this question (SGM-1708-52) with the comment
that "if these observers attended the manoeuvres,
it would enhance public relations with the
Lebanon Government".
At a briefing held later in the week,
General Foulkes explained that the Chiefs of
Staff had no objection to the Lebanon request.
Meanwhile, the Deputy Minister of National Defence,
in a letter of July 25, had sought our views. In
our reply to Mr. Drury, dated August 7, we said
that we had no objection to the attendance of the
Lebanese observers from- a political point of view.
However, we commented that "we are led to believe that
this is the first occasion that a non-NATO country
has been authorized to attend manoeuvres, and we
would like it to be recognized that future requests
will likewise be approved by all nations participating
in the exercise, and that we would have an opportunity
to express our views”.

On August 26, SACEUR sent a message to
the Standing Group (SHAPTO 385) outlining their
policy towards observers:

(1) SHAPE only invites NATO countries to send
observers. Only one exception has been made
so far. It involved Commonwealth officers
brought in under the U.K. allotment for
exercise "Holdfast".
(2) To establish a precedent would be undesirable
because:

(a) All non-NATO countries might request
observer status and, as there is a limit
to the number of observers, a decision
against one country and in favour of another
would have to be made.
(b) The case of each non-NATO observer would
have to receive concurrence of all NATO
members in-a "need-to-know" decision. (This
policy was expressed by SHAPE in answer to a
direct approach made by Lebanon to SHAPE
several months ago).

(c) Observer vacancies intended for NATO
members might be filled by non-NATO members &amp;
(3) If Leganese observers were allowed, they
could attend exercise "Rosebush", to be held in
Central Europe in September.

On receipt of this message, the Standing
Group agreed with SHAPE’S policy and rejected the
Lebanese request. (CJSW of September 2). Thus in
the future it may be assumed that SHAPE’S policy
will be sustained and that only members of NATO
countries will be invited to attend manoeuvres in
Allied Command Europe.
