Lebanese Observers at
SHAPE Autumn Manoeuvres

At a recent briefing. General Foulkes _ _
mentioned that the Lebanese had asked the Standing
Group for permission to send observers to SHAPE autumn
manoeuvres. General Foulkes explained that the Chiefs
of Staff had no objection.

Our views were not sought, but we obtained a
copy of the Standing Group message, which is attached,
and have asked Commodore Rayner to withhold reply until
we can examine whether there are any political implications in the question, on which this Department might
have views.

Commodore Rayner undertook to get any available background information from CJS, Washington and
now reports that nothing is known but what is stated
in the telegram. Commodore Rayner believes that no
representative of any non-NATO Government has attended
any NATO manoeuvres.

Chiefs of Staff are apparently unconcerned
about establishing a precedent and would raise no
objection to Lebanese attendance, although the Chiefs
do not suggest that they qualify under the ’’need to
know” criterion established by SACEUR. Chiefs of Staff
agree with the Standing Group that the attendance of
Lebanese observers ’’would enhance public relations
with the Lebanese Government”, which they consider to
be desirable.

without condition, to this request should be accepted.
Other countries in the area and elsewhere may have the
same military curiosity and if the "need to know" rule
laid down by SACEUR is to be scrapped, it would seem
to be desirable to consider whether any other rule
should be imposed or the matter simply left open for
each case to be decided as a request is made.
This, however, is really more a matter for
Chiefs of Staff to determine, and this Department’s
interests would probably be sufficiently protected if
it were understood that in raising no objection to
Lebanese attendance, we were not setting a precedent
and would want to have the opportunity, in every case,
to examine whether there existed political considerations which would make the attendance of any non-NATO
observers undesirable from our point of view. If you
agree, we shall prepare a letter to Chiefs of Staff in
this sense.
