recent papers on this subject which he saw yesterday,
indicating dissatisfaction with the . partial withholding

of information by the U.S.A, and. by France.

the Prime Minister giving further details.

Messages to and from North V i etnam

in view of your comments yesterday on a memorandum and related papers dealing with exchanges of
messages with North Vietnam, I thought that I should
bring to your attention the following facts which are
relevant to your comments:

“The U.S.A, should have told us of
(1)
the French exchange before we sent Seaborn to
Hanoi”. The Americans did in fact provide us
with a certain amount of information about the
conversation in Paris between the French
Foreign Office and the North Vietnamese representative there. This was given to us on May 28,
but as Charles Ritchie subsequently reported,
these comments were not volunteered but given
in response to Ritchie’s specific enquiry
which, in turn, was based on C.I.A. rather than
State Department sources. It was not until
June 7 that the fuller account, which you saw
yesterday, was given to us in Washington. I
agree that this is not a very satisfactory state
of affairs, although Bundy’s explanation
("reason for initial U.S.A, reserve with us had
been that they wished to see whether a new
channel was in fact about to open up at initiative
of DRVN") may seem, from the U.S. point of view,
to have a certain element of validity. I have,
however, written to Charles Ritchie on a personal
basis indicating that we were not altogether
happy with this display of reserve, whatever
the reasons for it, which seems especially inappropriate- in the light of our willingness to.
be helpful in this connection.

of what transpired in Paris between the
Quai d’Orsay and the North Vietnamese representative has come from Washington, the French
were not entirely silent on the subject and
on May 28 our Embassy in Paris reported on an
earlier conversation with the Quai d'Orsay in
which some mention is made of these discussions.
I am attaching for your information a copy of
telegram 1038 of May 28 from Paris in which
the first paragraph is relevant. Although the
North Vietnamese approach was mentioned, I
would agree that it was not presented in a very
forthcoming manner, nor in a way which would
indicate the French assessment of its significance.
It is, of course, possible to suggest that the

price we have to pay for an independent policy and a considerable degree of freedom of manoeuvre will be the
reluctance of the U.S... (and indeed France, but for
different reasons) to tell us everything. The Australians
. (and the New Zealanders) have committed themselves unequivocally to U.S. policies in Vietnam, and.it seems clear
from the attached copy of telegram No. 1923 of June 10
from Washington, reporting on Sir Robert Menzies’ visit
to Washington, that in the passing of information, the
Australians are getting “most favoured nation” treatment.
We can obviously not go as far as the Australians have,
even if we wanted to, and this I suspect is a problem
with which we will simply have to live. In fact, we may
be able to turn it to advantage when conditions appear
more propitious than at present for a further initiative
aimed at bringing these problems under negotiation.
