Ir. Ambassador

As you kow I recently had the opportunity to discuss
the situation in Laos and Vietnam with the President of the
United States. President Johnson expressed to me his concern
lest, in the asence of contacts between cho United States and
the Government of the Democratic Kopublic of Vietnam, doubts
could exist about the determination of the United States
commitment in South Vietnam.
You are aware of the broad outlines of President
Johnson" s thinking. The United States has no permanent ambition
in Vietnam; howevor it has committed itself to support the
integrity of South Vietnam and ’will c loy -all mesus necessary
to meet any threat to its security. At present the President
is particularly anxious about the situation in Los and about
the consequences which could follow in Vietnam in the more or
less near future.

in such circumstances the lack of direct means of
communication, betveen governments can become extremely dangerous.
Consequently I am most anxious that you should make yourself
available as an unofficial intermediary in order that nothing
be overlooked which could prevent a serious confrontation. I
therefore authorize you, in your conversations with the loaders
of the Democratic Republic of Vietnam, to transmit to them the
views of the American Government of which we have been informed
and which I will from time to time send to you, together with
Canadian comnentaries which I may instruct you to add.
You should, in addition, be prepared to transmit to me
any commentary or proposition which the Govermacat of the
Democratic republic of Vietnam may eventually wish to transmit
to the.United States. I venture to hope that President Ho will
welcome the opportunity thus provided to eliminate all lise
understanding and that he will interpret your mission as being
founded on a genuine desire to ensure the return of peace to
Vietnam and to South sast .sia.
