Dear Gsmbier-Parry, I should like to refer to our exchange of telegrams on the proposed Communications Conference and to your letter of jlst May with which you enclosed a proposed agenda. I thought it would be desirable at this stage to explain in further detail our feeling in respect to the proposed conference. As you will see from our telegram of June 20th, there were really two aspects to the problem from our point of viev. The first was the difficulty of meeting the time owing to the difficulties of sending a delegation to London in the summer, and the second point was our feeling that a number of the items on the agenda were obviously ones which could not be settled finally except on a tripartite basis with the Americans, le have, however, given .. further consideration to the -problem-and , while he still feel that our aa(f Lproposal for a tripartite conference has a gooddeal of merit, we would ' A de I,. goky 1 not like to exelude the possibility of a conference between yourselves and ourselves in the autumn. I might add, in case Sir Edward Travis has not already informed you, that I expect to relinquish the Chairmanship of the Gonuni cutions Research Committee some time in September and my place will be taken by Mr. A. A. acKay of this Depertment. He will be anxious to meet you and your colleagues at the earliest opportunity. In regard to the physical aspects of communication between yourself on the one hand and our organization here, your proposals appended to your letter of May 31st are quite satisfactory to us.
