I should like to refer to our acohange of tolegrang on

the proponed Gommnientions Conference and to your lottor of 3let May
wit which you enolosed a proponed gggenda.

I thought it would be

desirable at this stage to oxplaia in further detail our foeling in

respect to the proposed conference. An you will see from our telegren
, of June 20th, there wore really two aspeets to the problen fron our
point of view.

The First was the difficulty of neeting the time owing

to the difficulties of sending n delegation to Lontion in the surmer.

that with the reozgenization tikiag place in Jashington, we feel it
may sake see time bofore the Anericons would ba prepared to take
policy decisions in this field.

It woul, therefore, clearly be

desirable to clour up a mumber of our zuatual technical problons rather
than wait perhaps 3ix months for a conference with American zeprosenthis
tatives, I have not, of course, disessed/with the Anericaus at all
ond this view 10 merely basud on my own dedustions.
